Patch over 4.6.5. A tree is adopted only when GitHub requires
arkgate-check --strict-merge, or you record
advisory-only. Doctor is compact.
No required config migration.

New UI files get the domain-logic check. Historical residual stays
green. The full smell ratchet is still --fail-on-new-smells.

An empty steward list cannot print Healthy ENFORCE. Weakening the contract still needs a contract session.
Compact doctor
First screen stays short. Details wait behind
--doctor --all. No new skill names or scores.
Honest limits
What this release does not claim
- GitHub Free still cannot require status checks. Adopted stays honest about that.
- Scripted edits still bypass PreToolUse. Required CI remains the merge boundary.
- No new skill names, sensors, or scores. Does not close the parked claim-gate residual.
